The Collapse of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension caused by the announcement of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of opposing developments captured the harsh reality of the outgoing year. By day, diplomatic battles are fought: positive announcements are released from multiple capitals. Considerable effort is devoted on containing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "resolution".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting missile launches from Russian territory, a capability afforded by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to intercept incoming aerial threats roared overhead – sophisticated military planes supplied to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons engaged: multiple launches fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every launch jolts you unexpectedly, causing tremors. The moment of terror quickly becomes resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, protecting urban areas from devastation and another blackout.

Persistent Threats

Following this, a heavy machine gun engaged a drone somewhere nearby, part of a rapid response unit – most likely Western-made equipment. Unfortunately, the bullets missed the hostile drone – it pressed on overhead toward its objective.

Periodically, this continued until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, destruction and infrastructure problems in numerous residences as a result of the evening attack. As always, everyone still maintained normal activities – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a reliance that neighboring countries are demonstrably unable to substitute in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from Washington sparked intense emotion, debate and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from Washington follows the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually secure success. This cycle will, certainly, continue.

Political Considerations

It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington works based on a assumption well known to experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The American government believes that it is unrealistic to force Russia to relinquish the areas that it already controls in Ukraine's south or east.

The challenge is that while accepting these circumstances, Washington does minimal to deter Moscow, through words or deeds, from believing that the status quo will not shift further in its favour in the months ahead.

Opposing Positions

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing civilians and areas but avoiding a complete military breakdown until conditions improve in its advantage.

Present Conditions

Factually, there are no genuine requirements for a armistice. Now, subjective factors are entering the equation: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not switch to domestic problems. And although their task will now be significantly challenging after current events, it remains highly unlikely that this will modify their basic position.

These opposing factors are guiding negotiations.

Assessment and Future

It took a just a single week to terminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all served their function.

While new proposals based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, primarily depend on continued Western support.
